Build Up, Not Out

In Boulder and Denver, lots are precious and neighborhoods are worth staying in. A second-story addition — often called a pop-top — lets you nearly double your living space without giving up the yard, garden, or setback that makes your home feel like home. Done well, it also delivers stronger long-term value than a lateral addition or detached ADU.

Keep Your Yard

Expand your footprint upward without giving up the garden, patio, or setback space that makes your Boulder lot livable.

Double Your Living Space

A pop-top can nearly double square footage, adding master suites, kids' rooms, and offices without buying a new house.

Stay in Your Neighborhood

In-demand Boulder pockets like Newlands, Mapleton Hill, and Table Mesa cost far more to move into than to build up in.

Better Return on Investment

Vertical additions typically deliver stronger resale ROI than detached ADUs or lateral additions on tight lots.

Structural Feasibility

Not every home is a good candidate for a pop-top, and the honest answer to "can we build up?" comes from a structural engineer, not a contractor's guess. Elton R Construction works with trusted local engineers to evaluate four things before design gets deep:

Foundation & Framing

We work with your structural engineer to verify that footings, foundation walls, and load paths can carry a second floor — or specify the reinforcement that will.

Roof Removal Strategy

Boulder's weather demands a tight scope: temporary weatherproofing, staged demo, and fast dry-in so your home is protected through construction.

Mechanical, Electrical, Plumbing

Older Boulder homes often need panel upgrades, new HVAC zoning, and re-routed plumbing stacks to serve the new upper level.

Stair Placement

The stair is the single biggest interior design decision. Right-sizing and locating it protects main-floor flow and daylight.

Boulder-Specific Rules That Shape Your Design

Boulder's zoning code is stricter than most Front Range cities, and second-story additions run headlong into rules that don't come up on a basement finish or a kitchen remodel. These are the four you'll hear about first.

Height Limits

Most Boulder residential zones cap building height at 25–35 feet depending on district (RL-1, RL-2, RM, etc.). A pop-top has to fit under that ceiling, which shapes roof pitch, plate heights, and even ceiling heights inside.

Solar Shadow Ordinance

Boulder's Solar Access ordinance (Areas I, II, and III) limits the shadow your new roofline can cast on neighboring properties on the winter solstice. Second-story additions almost always trigger a solar shadow analysis before permit issuance.

Setbacks & Bulk Plane

Side and rear setbacks, along with the bulk-plane / compatible-development rules, push the second story inward. Good design turns these constraints into shed dormers, insets, and covered decks instead of fighting them.

FAR & Site Coverage

Floor Area Ratio and site coverage caps determine how much finished square footage you're actually allowed to add. We help you understand what's on the table before you fall in love with a plan.

Rules change — always confirm current requirements with the City of Boulder Planning & Development Services before finalizing plans.

Cost-Benefit of Vertical Expansion

A second story isn't always the right answer. Here's how it stacks up against the other ways Boulder homeowners typically add living space.

OptionProsTrade-offs
Build Up (Pop-Top / Second Story)Doubles living area, keeps yard, strong resale, avoids ADU-specific rulesRequires roof removal, structural upgrades, and temporary relocation for part of the build
Build Out (Lateral Addition)Simpler structure, occupants can often stay in homeConsumes yard and setback, limited by lot size, may hit FAR cap first
Detached ADU / Guest HouseRental income potential, separation of useBoulder ADU rules, second utility runs, and site coverage limits often make it more expensive per sq ft
Finish BasementLowest cost per sq ft, no envelope workBelow-grade light, ceiling heights, and moisture make it a poor substitute for primary living space
